THE SITUATION
Beginning in January 2025, Santa Clara County engaged iBridge through a prime contractor to convert 16mm and 35mm microfilm, fiche, and Photostat, Mechanical, and Bound Books — Official Records, Deeds, Trust Deeds, Index Books, and Grantor/Grantee records — into structured digital formats across an estimated 13 million-plus images. The mixed-format source material carried its own gaps: missing pages within record runs, and missing document numbers that broke the indexing sequence, both of which needed to be resolved without disrupting downstream searchability.
THE APPROACH
iBridge processed the program through scanning and conversion, excess-border removal, inspection, grouping and indexing, and image enhancement — the same AI-integrated workflow behind its multi-stage QA discipline. Missing pages were identified and coordinated with the County for correction to keep datasets complete, and missing document numbers were resolved by using Book and Page numbers to reconstruct accurate record structure.

THE RESULT
Phase 1 of the program was successfully delivered at 99.99% accuracy with low defect rates across the full range tracked — bleed-through, cut-off, dark, light, and line defects all held under 2%. Remaining phases are in progress pending customer approval, running on the same scalable model Phase 1 proved out.
